Some ask why others have 28%... technical grade is the only non reagent grade available.  The product is highly hygroscopic, that is to say that it
absorbs moisture very quickly. Thus there are binders and fillers that reduce this and help the material flow freely for processing. Those make up about 20% of the raw material. Thus when we make a 28% solution only 80% of it is NaClO2.
So, 80% of a 28% solution is 22.4 %. Most makers of these solutions aren't aware of this or don't understand what they are doing.
